Senior Human Resources Generalist

About the role

SingBuild is seeking a senior HR professional to manage day‑to‑day HR operations for over 700 employees across office and construction sites in Cambodia. Reporting to the Head of HR (Group) and working closely with the Country Director, you will ensure compliance with Cambodian labour regulations and support the growth of the HR function.

Key responsibilities

• Review and audit employment contracts, personnel files, work permits, visas and NSSF registrations, presenting findings and action plans.
• Handle employee relations, grievances, disciplinary cases and terminations, ensuring alignment with Cambodian Labour Law and Ministry of Labour inspections.
• Maintain HR records, attendance, leave data and provide accurate inputs for payroll processing.
• Support recruitment for office and bulk site hiring, manage onboarding and probation reviews.
• Visit project sites regularly to address workforce matters in person.

Required profile

• Bachelor’s degree in Human Resources, Business Administration, Law or related field.
• 3‑5 years of HR generalist experience in a labour‑intensive environment such as construction or manufacturing.
• Working knowledge of Cambodian Labour Law and NSSF requirements.
• Fluent in Khmer and English, both spoken and written.
• Willingness to work on‑site in Phnom Penh and travel to project sites.

• Experience handling disciplinary cases and employment documentation.
• Ability to prepare and review payroll inputs for accuracy.
