People and Culture Manager for Total Rewards and Organisational Development

About the role

World Vision Cambodia is seeking a People and Culture Manager to lead Total Rewards and Organisational Development. The role provides strategic leadership over compensation, benefits, HR systems, compliance and learning initiatives, ensuring alignment with organisational priorities and statutory requirements.

Key responsibilities

• Lead the review and update of compensation philosophy, salary and benefits structures, and rewards policy.
• Oversee market salary surveys, conduct analysis and develop business cases for compensation changes.
• Collaborate with the P&C Operations team to integrate tools and field input across the organisation.
• Ensure accurate and timely processing of salaries, benefits, terminal payments, NSSF, insurance and other entitlements.
• Supervise the recording of staff data in Workday and HRIS, guaranteeing quality and compliance.
• Provide strategic guidance on staff wellbeing programmes and implement global, regional and national wellbeing priorities.
• Develop national budget guidelines for salaries, benefits, capacity‑building and leadership development programmes.
• Oversee talent management, succession planning and leadership development frameworks through the unit’s specialists.

Required profile

• Proven experience in total rewards, compensation and benefits design, preferably in a non‑profit or international development context.
• Strong knowledge of labour compliance and HR policies in Cambodia.
• Demonstrated ability to lead organisational development initiatives and capability‑building programmes.
• Excellent analytical, business case development and stakeholder management skills.
• Ability to work collaboratively with cross‑functional teams and influence senior leadership.
