International Senior Census Planning Advisor – 2029 Cambodia Census

About the role

UNFPA is seeking an international senior expert to provide high‑level technical support to the National Institute of Statistics (NIS) and UNFPA Cambodia in planning the 2029 Population and Housing Census. The advisor will ensure the census aligns with the UN Principles and Recommendations for Population and Housing Censuses, Revision 4 (2030 Round) and will help build a solid foundation for national budgeting and partner engagement.

Key responsibilities

• Assess the feasibility of conducting a modern census and identify critical capacity and investment needs.
• Review existing data sources to optimise the census’s role within the national data ecosystem.
• Develop and present options for modernising data collection, including digital technologies such as CAPI and GIS.
• Support the Government in selecting an option and create a comprehensive, costed implementation roadmap.
• Provide technical guidance on digital data collection, budget allocation and partner mobilisation.

Required profile

• Advanced degree in demography, statistics, social sciences or a related field.
• Extensive experience in national census planning, implementation and advisory roles.
• Proven track record of advising governments on large‑scale statistical operations.
• Familiarity with UN census guidelines and modern digital census methodologies.
• Ability to work effectively with senior officials in Cambodia.
