Country Director – Cambodia

About the role

Plan International seeks an experienced, values‑driven leader to serve as Country Director for Cambodia. You will set the strategic direction, ensure high‑impact programme delivery and represent the organisation with senior stakeholders.

Key responsibilities

• Provide strategic and operational leadership for development, humanitarian and influencing work aligned with the global gender‑transformative strategy.
• Lead the development and implementation of an ambitious Country Strategy grounded in child rights and participation.
• Oversee a programme budget of approximately USD 8 million and a team of about 80 staff.
• Drive emergency preparedness, risk reduction and resilience building, ensuring readiness for both predictable and sudden‑onset crises.
• Strengthen resource mobilisation across institutional, multilateral, corporate and national funding sources.
• Ensure strong financial stewardship, legal and donor compliance, and effective planning, budgeting, reporting and performance management.
• Act as the senior in‑country representative, building trusted relationships with government, donors, media, INGOs, national NGOs and communities.

Required profile

• Proven senior leadership experience with increasing responsibility in an international development environment.
• Deep understanding of child rights, gender in development and girls’ rights, with ability to translate these into impactful programmes.
• Experience in sustainable community development and participatory approaches.
• Knowledge of donor compliance requirements and sound financial management.
• Demonstrated ability to lead diverse teams, manage organisational change and build an efficient workforce.
• Strong political acumen, networking and negotiation skills, with experience engaging governmental and non‑governmental actors.
• Excellent written and verbal communication skills in English and Khmer.
• Relevant university degree in development, social science, business administration or a related field.
