Individual Consultant: Baseline Assessment and Stock Take GBV Case Management

About the role

UNFPA Cambodia is seeking an experienced individual consultant to lead a comprehensive baseline assessment and stock‑take of gender‑based violence (GBV) case management. The consultant will evaluate existing data, assess service delivery, and establish a monitoring framework for the project’s duration.

Key responsibilities

• Conduct a thorough assessment of current GBV case management practices and data utilization.
• Collect, verify, and analyze quantitative and qualitative data related to GBV services.
• Develop a baseline report that outlines gaps, strengths, and recommendations for improvement.
• Design a monitoring and evaluation framework to track progress against the baseline.
• Provide technical guidance to UNFPA staff and local partners on data collection and reporting standards.

Required profile

• Relevant academic background in public health, social sciences, or related fields.
• Proven experience in GBV case management, baseline assessments, or similar consultancy work.
• Demonstrated ability to work independently in Cambodia and deliver high‑quality outputs on tight timelines.
• Strong analytical and report‑writing skills.
