Senior Technical Specialist – Climate Change & Disaster Management

About the role

The Senior Technical Specialist will provide expert guidance on climate change adaptation, mitigation and disaster risk management across World Vision Cambodia programmes. This position supports the 2023‑2027 National Strategy by strengthening resilience and ensuring children are central to safer, more resilient communities.

Key responsibilities

• Deliver technical expertise at strategic and field levels on climate change, disaster preparedness, anticipatory action and emergency response.
• Integrate climate change and disaster risk reduction into health, nutrition, livelihoods, education, child protection and community engagement programmes.
• Support area programmes in designing climate‑sensitive, risk‑informed interventions, including budgeting for preparedness and resilience.
• Develop tools, guidelines and communication materials; document and share best practices.
• Design and facilitate trainings for staff, partners and communities on climate and disaster topics.
• Generate evidence on child and community vulnerability and incorporate findings into adaptive programme design.
• Represent World Vision Cambodia on national platforms and support sub‑national technical engagement.

Required profile

• Cambodian national.
• Proven senior‑level experience in climate change adaptation, mitigation, disaster risk management or related fields.
• Demonstrated ability to work across multi‑sectoral programmes and with diverse stakeholders.
• Strong analytical skills for evidence generation and integration into programme design.
