Senior Technical Specialist – Climate Change and Disaster Management

About the role

World Vision Cambodia is seeking a Senior Technical Specialist to lead climate change and disaster management efforts across its programmes. The role will integrate climate‑smart and disaster risk reduction approaches into health, nutrition, livelihoods, education and child protection initiatives, ensuring vulnerable children and communities become more resilient.

Key responsibilities

• Provide technical expertise at strategic and field levels on climate change adaptation, mitigation, disaster preparedness, anticipatory action and emergency response.
• Integrate climate change and disaster risk reduction into all technical programmes and the Community Engagement & Sponsorship Plan.
• Support area programmes in designing and budgeting climate‑sensitive, risk‑informed interventions in disaster‑prone locations.
• Develop tools, guidelines and behaviour‑change communication materials and document promising practices for dissemination.
• Design and facilitate trainings for staff, partners and communities on climate change, environmental sustainability, community‑based disaster risk management, anticipatory action and emergency preparedness.
• Generate evidence on child and community vulnerability to climate change and disasters and incorporate findings into adaptive programme design.
• Represent World Vision Cambodia in national platforms and coordinate technical engagement at sub‑national levels.

Required profile

• Cambodian national (only Cambodian citizens may apply).
• Senior‑level professional with extensive experience in climate change, disaster risk reduction and humanitarian programming.
• Proven ability to work across multiple sectors (health, nutrition, livelihoods, education, child protection) and to engage with government and partner networks.
• Strong analytical skills to generate evidence and translate findings into programme adaptations.
