Senior Digital Systems Specialist - Child Protection Case Management

About the role

Palladium is recruiting a Senior Digital Systems Specialist for ChildSAFE Cambodia, a U.S. Department of State-funded initiative led by Catholic Relief Services that strengthens child protection systems. The consultant acts as the technical lead for the digital readiness and interoperability assessment of priority child protection information systems and applications, such as Primero/CPIMS and OSCaR, and translates findings into technical recommendations and roadmap inputs endorsed by the Royal Government of Cambodia. The role works under the Country Team Lead and coordinates with government counterparts, UNICEF and other partners.

Key responsibilities

• Design and run the assessment: plan, methodology, tools, interview guides, document-review framework and evidence matrix, aligned with the approved Cambodia workplan.
• Conduct document reviews, stakeholder interviews, system demonstrations, workflow observations and site visits, assessing system purpose, governance, users, hosting, connectivity, devices, administration, costs and user support.
• Analyse how systems support case registration, assessment, referrals, follow-up, reporting and safeguarding, and map data flows, identifiers, forms, user roles and permissions.
• Assess interoperability needs, standards, interfaces, master-data requirements and alignment with Cambodia's Digital Government Policy 2022-2035, CamDX, data protection and cybersecurity laws, and Khmer-language (Unicode) requirements.
• Evaluate data quality, completeness, timeliness, validation, deduplication, audit trails and records management.
• Review architecture and operations: hosting, performance, scalability, offline use, backup and recovery, administration and maintenance.
• Assess privacy, confidentiality, authentication, role-based permissions, auditability, data retention, secure sharing and incident management, and recommend proportionate mitigations.
• Represent Palladium in government-led and partner technical forums on digital government, data and case-management systems, and coordinate technical contributions and progress updates.
