Associate Director of Mobile Engineering

About the role

A leading Cambodian financial institution is hiring an Associate Director of Mobile Engineering in Phnom Penh. The role sets the vision for mobile and digital development, guiding architecture, technology adoption and engineering execution. It owns the delivery, scalability and security of digital banking apps while developing high-performing technical teams.

Key responsibilities

• Shape and oversee digital and mobile strategy, aligning tech initiatives with business targets.
• Lead architecture for all mobile and digital channels, with scalable and resilient design.
• Assess and adopt new mobile and digital technologies and tools.
• Establish, implement and maintain development standards and architectural governance, and ensure SDLC consistency and component reusability.
• Promote AI and automation in coding, testing and code review, and define approved technology stacks and reusable patterns.
• Embed Security by Design and work with InfoSec and Cyber Security teams on compliance and data protection.
• Enforce high performance standards, including disaster recovery plans.
• Lead and mentor engineers, and collaborate with Product, UX/UI, QA, DevOps and security teams.
• Monitor engineering KPIs such as release cycles, defect rates and app ratings, and oversee compliance with risk, audit and regulatory requirements.

Required profile

• 10+ years in software or mobile engineering, with 5+ years leading mobile or digital teams.
• Proven track record delivering mobile and digital strategy and architecture for large organizations; banking or financial sector experience preferred.
• Bachelor's degree in Computer Science, Engineering or similar; a master's or certifications such as TOGAF or mobile security are a plus.

Required skills

• Native mobile (iOS/Swift, Android/Kotlin/Java) and cross-platform (React Native, Flutter).
• Front-end and back-end stacks, API design (REST/GraphQL), microservices.
• CI/CD, DevOps, Agile/Scrum, cloud (AWS, Azure, GCP) and containerization (Docker, Kubernetes).
• Secure app development (OWASP Mobile Top 10), PCI-DSS and data privacy knowledge.
