Consultant – Migration Return & Reintegration (5-month contract)

About the role

The International Organization for Migration (IOM) is seeking a consultant to support its work on sustainable return and reintegration of Cambodian migrant workers. The assignment is home‑based in Phnom Penh for a period of five months, starting as soon as possible.

Key responsibilities

• Provide technical input on return and reintegration strategies aligned with IOM’s definition of sustainable reintegration.
• Analyse labour migration data and trends to inform policy recommendations.
• Assist in developing policy guidance consistent with Cambodia’s Labour Migration Policy 2019‑2023.
• Support the design and implementation of programmes that promote economic self‑sufficiency, social stability and psychosocial wellbeing of returnees.
• Contribute to reporting, knowledge‑sharing and coordination with IOM partners and stakeholders.

Required profile

• Relevant academic background in migration studies, international development, or a related field.
• Experience working on labour migration, return or reintegration projects, preferably in the Cambodian context.
• Familiarity with the socio‑economic impact of migration and remittances.
• Ability to work independently, meet tight deadlines and produce high‑quality deliverables.
