Senior Human Resources Officer

About the role

AGB Consulting is seeking a Senior Human Resources Officer to lead its HR operations in Phnom Penh. The role is full‑time and on‑site, focusing on delivering compliant, efficient HR services to both internal teams and external clients.

Key responsibilities

• Oversee day‑to‑day HR operations, including policy administration and compliance with Cambodian labor regulations.
• Develop, update and maintain job descriptions and role profiles.
• Coordinate recruitment activities, support onboarding and orientation processes.
• Provide HR advice to management and clients on best practices and regulatory matters.
• Handle employee inquiries, performance‑related issues and employee‑relations matters.
• Maintain accurate HR records and documentation.
• Contribute to continuous improvement of HR processes and support training and development initiatives.
• Partner with internal teams to promote a positive, inclusive work culture.

Required profile

• Strong HR and HR‑management experience, with a track record of overseeing core HR functions.
• Proven ability to develop and implement HR policies in line with labor laws and company standards.
• Solid employee‑relations expertise, including conflict resolution and performance‑management support.
• Experience in job‑description development and aligning positions with organisational needs.
• Bachelor’s degree in Human Resources, Business Administration or a related field (preferred).
• Several years of progressive HR experience, excellent communication skills and fluency in English and Khmer.
• Proficiency with HR information systems and a commitment to confidentiality and ethical practice.
