IT Specialist for Mobile App Development for Social Assistance programs

About the role

UNICEF is seeking an IT Specialist to design and implement mobile applications that support Cambodia’s Social Assistance Family Package (SAFP). The role is remote‑based with occasional travel to Phnom Penh and focuses on building digital solutions that link cash transfers to essential services.

Key responsibilities

• Assist the National Social Assistance Fund (NSAF) in designing robust mobile applications for the Family Package Cash Plus referral system.
• Develop modules for shock‑responsive social assistance, monitoring, and beneficiary tracking.
• Ensure interoperability with existing social protection platforms, including TVET, the Disability Management Information System (DMIS), and other monitoring and evaluation databases.
• Collaborate with ministries, sub‑national administrations, and technical teams to align digital solutions with the National Social Protection Policy Framework.
• Provide technical guidance and support during implementation and testing phases.

Required profile

• Proven experience in mobile application development for complex, multi‑sectoral programmes.
• Familiarity with social protection or humanitarian digital systems.
• Ability to work remotely while travelling as needed for stakeholder meetings.
• Strong analytical skills to ensure data integration and system interoperability.

Required skills

• Mobile app development (iOS/Android) and API integration.
• Experience with interoperability standards (e.g., REST, JSON).
• Knowledge of database integration and monitoring‑evaluation systems.
