Technical and Vocational Education (TVET) Expert

About the role

The Technical and Vocational Education (TVET) Expert will lead the design and implementation of skills‑enhancement activities under the USAID‑funded Employ Workforce Development Initiative in Cambodia. Based in Phnom Penh, the specialist will work closely with Q2 Impact’s teams in the United States and India and with local partners to build a workforce ready for high‑growth sectors.

Key responsibilities

• Develop and execute a strategy to strengthen Cambodia’s workforce in sectors driving inclusive and sustainable growth.
• Establish and maintain partnerships with private‑sector companies, universities, vocational institutes, civil‑society organisations, local governments and donors.
• Design evidence‑based interventions that close skill supply‑demand gaps and support economic diversification.
• Lead the creation of technical and vocational education programmes targeting green economy, STEM, digital technology and manufacturing.
• Coordinate with the Chief of Party, Deputy Chief of Party and Q2 Impact’s home offices to ensure alignment and effective implementation.
• Monitor and evaluate programme outcomes, producing data‑driven insights for continuous improvement.

Required profile

• Proven experience in technical and vocational education, workforce development or related fields.
• Familiarity with Cambodia’s labour market and high‑growth sectors such as green economy, STEM and manufacturing.
• Demonstrated ability to build and manage multi‑stakeholder partnerships.
• Strong analytical skills for designing evidence‑based interventions and evaluating results.
• Willingness to work on‑site in Phnom Penh and travel locally as needed.
