Program Manager – Education and GEDSI

About the role

The Program Manager – Education and GEDSI will provide technical expertise and manage education, gender equality, disability equity and social inclusion activities under Australia’s development cooperation programme in Cambodia. The role is embedded at the Australian Embassy in Phnom Penh and is initially a 12‑month fixed‑term appointment with possible extension.

Key responsibilities

• Lead and coordinate one or more GEDSI‑related activities, ensuring alignment with programme objectives.
• Oversee programme performance, financial and budget management, contract and risk management.
• Conduct monitoring, evaluation and reporting to track impact and inform decision‑making.
• Build and maintain effective relationships with Cambodian government agencies, development partners, NGOs, CSOs and other stakeholders.
• Analyse complex development issues and provide practical advice to support policy and programme decisions.

Required profile

• Tertiary qualification in international/community development, public policy, programme management or a related field.
• Minimum five years of experience in international or community development, preferably with experience in education, disability equity, gender equality or social inclusion.
• Strong understanding of the Cambodian government and development context, with proven ability to engage diverse stakeholders.
• Excellent written and oral communication skills in English and Khmer.
• Legal right to work in Cambodia for the duration of the appointment.
