Supervisor – Legal, PR, Government Relations & CSR

About the role

This full‑time, on‑site supervisor position in Phnom Penh oversees Legal Affairs, Public Relations, Government Relations and Corporate Social Responsibility for a leading cement producer. The role blends legal compliance, media engagement, stakeholder liaison and sustainability initiatives to support the company’s growth and community impact.

Key responsibilities

• Coordinate legal documentation, ensure compliance with Cambodian regulations, and manage contracts and company policies in collaboration with internal and external legal resources.
• Plan and execute public relations activities, draft press releases, prepare communication materials, and maintain a consistent corporate image across media and stakeholder channels.
• Engage with government bodies, industry associations, and community organisations to support regulatory alignment and build constructive partnerships.
• Assist in designing, implementing and monitoring CSR initiatives focused on community development and environmental sustainability, and prepare reports for internal management and external stakeholders.

Required profile

• Bachelor’s degree in Law, Public Relations, Communications, Political Science, Business Administration or a related field; professional certifications are a plus.
• Demonstrated experience in legal affairs, public relations, government relations or CSR within a corporate setting.
• Strong knowledge of Cambodian legal principles, regulatory compliance and contract management.
• Excellent written and verbal communication skills in Khmer and good proficiency in English.
• Ability to manage multiple priorities, work collaboratively across functions and represent the company in meetings with authorities and industry bodies.
