About the role

This full‑time, on‑site position in Phnom Penh leads end‑to‑end hiring for both technical and non‑technical functions. You will partner with business leaders to shape workforce plans, define role requirements, and provide market insights that drive strategic recruitment decisions.

Key responsibilities

• Manage the complete recruitment lifecycle: sourcing, screening, interviewing, offer negotiation, and onboarding.
• Collaborate with hiring managers to develop effective recruitment strategies and craft compelling job descriptions.
• Utilize diverse sourcing channels—including online platforms, social media, and networking—to build talent pipelines.
• Conduct competency‑based interviews and thorough candidate assessments.
• Maintain strong relationships with candidates, hiring managers, and external agencies.
• Track and analyze recruitment metrics, generate reports, and provide insights to senior leadership.
• Support employer branding initiatives and continuously improve recruitment policies, tools, and processes.

Required profile

• Bachelor’s degree in Human Resources, Business Administration, or a related field.
• Proven full‑cycle talent acquisition experience, preferably in a senior or executive capacity.
• Excellent communication, interpersonal, and organizational abilities.
• Ability to thrive in a fast‑paced, dynamic environment.

Required skills

• Proficiency with Applicant Tracking Systems (ATS) and other recruitment tools.
