HR Manager – Full‑time, On‑site in Phnom Penh

About the role

We are looking for an experienced HR Manager to lead all human‑resource functions for our diverse business units in Phnom Penh. This full‑time, on‑site position will shape policies, support workforce planning and foster an inclusive culture.

Key responsibilities

• Oversee end‑to‑end HR operations, including recruitment, onboarding, performance management and employee relations.
• Develop, implement and maintain HR policies and ensure compliance with Cambodian labour laws.
• Coordinate hiring processes, maintain accurate HR records and handle employee inquiries.
• Manage benefits administration and payroll coordination in partnership with Finance.
• Support learning and development initiatives and design training programs.
• Advise leadership on organisational structure and recommend HR best practices to drive business growth.

Required profile

• Proven experience in core HR functions such as recruitment, performance management and employee relations.
• Strong knowledge of Cambodian labour regulations and ability to ensure compliance.
• Bachelor’s degree in Human Resources, Business Administration or related field; HR certifications are a plus.
• Prior experience as an HR Manager or HR Generalist, preferably in multi‑industry or regional organisations.
• Excellent communication and interpersonal skills with the ability to work across diverse teams.
• Strong organisational and problem‑solving abilities to manage multiple priorities in a fast‑paced environment.
