Senior Executive Human Resources

About the role

AGB Consulting is seeking a Senior Executive Human Resources to lead day‑to‑day HR operations for its Employer of Record (EoR), Recruitment Process Outsourcing (RPO), and HR outsourcing services. Based on‑site in Chamkar Mon, you will ensure high‑quality service delivery to client organisations while supporting strategic HR initiatives.

Key responsibilities

• Develop, implement and monitor HR policies that comply with Cambodian labour law and client requirements.
• Oversee recruitment, onboarding, payroll coordination and HR data management for both internal staff and client projects.
• Manage employee relations, mediate conflicts and foster a positive work environment.
• Provide advisory support to clients on HR best practices, regulatory compliance and outsourcing solutions.
• Collaborate with internal teams and client stakeholders to resolve HR issues and drive continuous process improvements.

Required profile

• Strong background in end‑to‑end HR management, preferably in HR outsourcing, EoR or RPO services.
• Bachelor’s degree in Human Resources, Business Administration or related field; advanced HR certifications are a plus.
• In‑depth knowledge of Cambodian labour regulations.
• Excellent communication, stakeholder management and problem‑solving abilities.

Required skills

• Proficiency with HR software platforms.
• Advanced MS Office skills (Excel, Word, PowerPoint).
