Chief of Party – USAID Cambodia Employ Project

About the role

The Chief of Party (COP) will provide overall technical leadership and administrative oversight for the five‑year USAID Cambodia Employ activity. Based in Phnom Penh, the COP will act as the primary liaison with USAID, steer project implementation, and ensure that the initiative delivers sustainable workforce development aligned with Cambodia’s economic diversification goals.

Key responsibilities

• Develop and execute strategies to engage private‑sector businesses and industry leaders for workforce development.
• Identify, cultivate, and manage partnerships with private‑sector stakeholders to align training with market demand.
• Collaborate with vocational schools, technical institutes, and universities to adapt curricula to emerging sustainable technologies.
• Oversee all project components including technical planning, M&E, finance, procurement, HR, and logistics, ensuring compliance with USAID and MTC policies.
• Prepare and submit all required reports, deliverables, and strategic reviews.
• Monitor, evaluate, and report on partnership effectiveness and project impact.

Required profile

• Bachelor’s degree required; Master’s degree preferred.
• Minimum 10 years of experience in economic growth, workforce development, or education project management in an international context.
• Proven ability to lead large, multi‑stakeholder development programs.
• Strong experience working with USAID regulations and donor‑funded projects.
