International Education Consultant – Education Investment Design (Remote/Fly‑in)

About the role

The International Education Consultant will support the design of a donor‑funded education investment aimed at strengthening lower secondary education, teacher quality and system reform in Cambodia. Working remotely with occasional fly‑in missions, the consultant will provide technical expertise to shape programme logic, investment options and procurement‑ready documentation.

Key responsibilities

• Conduct comprehensive education sector analysis and stakeholder consultations.
• Develop investment design options for lower secondary reform, teacher professional development and inclusive education.
• Prepare programme logic models, MERL frameworks and procurement‑ready design documents.
• Collaborate with ministries, development partners and local education institutions.
• Contribute to reports, technical papers and guidance on gender equality, disability inclusion and climate‑resilient learning.

Required profile

• Proven experience in international education consultancy or programme design.
• Strong background in lower secondary education reform, teacher development or education systems strengthening.
• Demonstrated ability to work with government agencies and development partners.
• Experience delivering results in donor‑funded, multi‑stakeholder contexts.
