Senior Card Operations and Project Governance Officer

About the role

The Senior Card Operations and Project Governance Officer works within the Card Services Division, reporting to the Manager of Card Project Governance. This senior individual‑contributor role drives end‑to‑end governance of card‑related projects, ensuring alignment with strategic objectives, regulatory requirements, and operational excellence.

Key responsibilities

• Design, implement and continuously improve the project governance framework, methodologies, tools and templates for the Card Services Division.
• Own the full card project portfolio, tracking milestones, dependencies and resource utilization.
• Lead risk and issue management, escalating critical items with mitigation options.
• Prepare executive dashboards, reports and data‑driven insights for the Project Steering Committee.
• Monitor project KPIs, capacity and utilization to optimise delivery efficiency.
• Ensure compliance with internal standards, central bank guidelines and card‑scheme mandates (Visa, Mastercard, UPI).
• Act as the primary liaison between business units, IT development teams and external vendors.
• Execute ad‑hoc projects and tasks as assigned.

Required profile

• Bachelor’s degree in Business Administration, Finance, Computer Science or a related field.
• 1‑3 years of experience in project management, PMO governance or portfolio management, preferably in banking or payments.
• Proven ability to manage complex, cross‑functional projects in a highly regulated environment.
• Strong stakeholder management and negotiation skills.
• Fluent in English and Khmer, both spoken and written.
