Manager, Labour Compliance and Employee Relations

About the role

The Manager, Labour Compliance and Employee Relations will act as the strategic custodian of labour law compliance, industrial relations and employee advocacy at Wing Bank. Reporting to senior leadership, this role provides expert advice on Cambodian labour regulations, leads the Disciplinary Committee and maintains constructive relationships with trade unions and staff representatives.

Key responsibilities

• Serve as the primary internal authority on Cambodia’s Labour Law, Prakas and Ministry of Labour regulations, delivering proactive risk analysis to executives and HR partners.
• Lead preparation for external labour inspections and conduct routine internal compliance audits across all banking divisions and branches.
• Oversee statutory governance including registration of internal rules, employment contract declarations, employee movement records and foreign worker permits.
• Ensure strict compliance with National Social Security Fund (NSSF) reporting and contribution requirements.
• Act as the main liaison and lead negotiator with trade unions and staff representatives, facilitating regular dialogue to resolve workplace issues.
• Chair the Disciplinary Committee, managing neutral and legally compliant disciplinary hearings and investigations into misconduct, fraud or harassment.
• Guide termination procedures, formal warnings and contract suspensions to mitigate legal risk.
• Resolve high‑level employee grievances through mediation and represent the bank in external arbitration or dispute resolution processes.

Required profile

• Extensive knowledge of Cambodian labour legislation, regulations and compliance practices.
• Proven experience managing industrial relations and negotiating with trade unions or staff representatives.
• Demonstrated ability to lead disciplinary processes and conduct confidential investigations.
• Strong analytical skills for legal risk assessment and audit preparation.
• Excellent communication and stakeholder management abilities.
