Human Resources Officer

About the role

The University is looking for a dynamic and highly organised Human Resources Officer to support the delivery of HR services across the institution. The role focuses on Cambodian labour law compliance, visa and immigration processes for international staff, and the overall administration of employee records.

Key responsibilities

• Maintain accurate and confidential employee records, contracts, probation periods, leave, attendance, visas and work permits.
• Prepare employment contracts, amendments, confirmation letters and other HR correspondence.
• Support payroll administration by providing up‑to‑date employee information.
• Ensure HR processes and documentation comply with Cambodian labour legislation and Ministry of Labour regulations.
• Manage registrations, declarations and submissions through FWCMS, LACMS, NSSF and other government systems.
• Coordinate visa, work permit and immigration requirements for international employees and provide pre‑arrival guidance.
• Monitor legislative changes and advise management on necessary actions.

Required profile

• Strong knowledge of Cambodian Labour Law and statutory compliance.
• Practical experience with Ministry of Labour and Vocational Training systems.
• Excellent English communication skills.
• Highly organised, proactive and solutions‑focused.

Required skills

• Familiarity with FWCMS, LACMS and NSSF government portals.
• Experience handling visas, work permits and immigration documentation.
