HR Business Partner Manager – Retail

About the role

The HR Business Partner Manager (Retail) is a full‑time, on‑site position in Phnom Penh, responsible for partnering with retail leadership to design and execute people strategies that drive business results. You will act as the primary HR advisor for retail teams, ensuring compliance with Cambodian labour laws while fostering a high‑performance culture.

Key responsibilities

• Oversee day‑to‑day HR operations for retail locations, including policy implementation and compliance monitoring.
• Advise managers on employee‑relations matters, grievance handling, and conflict resolution.
• Support performance‑management cycles, set objectives, coach managers, and facilitate appraisal processes.
• Lead workforce planning, talent development, and succession initiatives across multiple retail sites.
• Collaborate with cross‑functional stakeholders to align HR initiatives with business goals.
• Analyse HR data, identify trends, and propose solutions to improve engagement, retention, and productivity.
• Contribute to HR projects and continuous‑improvement efforts within the retail division.

Required profile

• Strong background in HR policies and frameworks, preferably within retail or service environments.
• Proven employee‑relations expertise, including grievance handling and fostering an inclusive workplace.
• Solid knowledge of Cambodian labour and employment law and ability to ensure regulatory compliance.
• Experience in performance‑management processes and coaching managers.
• Bachelor’s degree in Human Resources, Business Administration or related field; HR certification (e.g., SHRM, CIPD) is a plus.
• Demonstrated experience as an HR Business Partner or HR Manager in a fast‑paced, multi‑site retail setting.
• Excellent analytical, communication, and stakeholder‑management abilities.
• Fluency in English; Khmer language skills are an added advantage.
