Consultant for Pilot Cash Plus Operational Manual – UNICEF (Remote, 1 yr)

About the role

The United Nations Children’s Fund (UNICEF) is seeking a national consultant to lead the development of the operational manual, policy framework and public‑finance components for the Pilot Cash Plus model of the Social Assistance Family Package (SAFP) in Cambodia. The assignment lasts one year and is home‑based with occasional trips to Phnom Penh and other stakeholders.

Key responsibilities

• Review and refine the draft pilot design and operational framework for the SAFP Cash Plus model.
• Update the operational manual, referral pathways, implementation procedures and related tools based on technical consultations.
• Facilitate consultations with ministries, sub‑national administrations, service providers and development partners.
• Ensure alignment with Cambodia’s National Social Protection Policy Framework (2024‑2035).
• Provide technical support to the National Social Assistance Fund (NSAF) and UNICEF’s GS‑NSPC team.

Required profile

• Master’s degree in social sciences, political science, economics or a related field.
• Minimum five years of professional experience advising government institutions on policy formulation and inter‑ministerial coordination, preferably in social protection or local governance.
• Proven experience in designing or implementing cash‑transfer or social‑assistance programmes.
