National Consultant for Mid-Term Review of Cambodia's Ageing Policy

About the role

The consultant will provide dedicated technical expertise, daily on‑site capacity building, and synthesis support to the Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY) to analyse Mid‑Term Review (MTR) data and draft the official MTR report for the National Ageing Policy 2017‑2030.

Key responsibilities

• Deliver daily on‑site coaching and mentoring to the MoSVY MTR Task Team on data organisation, qualitative thematic analysis, policy synthesis and executive writing.
• Collect, clean, triangulate and synthesize quantitative and qualitative inputs from multiple ministries, sub‑national consultations and inter‑generational dialogues.
• Draft a comprehensive MTR report (≤50 pages, Khmer) with an executive summary in English and Khmer, including short‑term and long‑term actionable recommendations.
• Facilitate stakeholder validation workshops, incorporate feedback from UNFPA, partner agencies and the MTR Steering Committee, and finalise the report for submission to the Office of the Council of Ministers.

Required profile

• Proven experience in policy analysis, multi‑sectoral data synthesis and report drafting, preferably in ageing or social policy contexts.
• Strong capacity‑building skills to mentor government staff and ability to work closely with MoSVY leadership on a daily basis.
• Fluency in Khmer (for data handling and report writing) and English (for executive summary and stakeholder communication).
• Familiarity with international ageing frameworks such as MIPAA, ACAI and the SDGs.
