Senior Officer – Financial Regulatory & NBC Reporting

About the role

The Senior Officer, Financial Regulatory & NBC Reporting ensures accurate and transparent regulatory reporting to the National Bank of Cambodia. You will support management in maintaining compliance, managing risk factors, and contributing to the bank’s financial stability.

Key responsibilities

• Prepare daily and weekly weighted‑average interest rate reports for deposits and loans for NBC ad‑hoc reporting.
• Compile weekly and bi‑weekly deposit performance reports, including deposits outside Cambodia.
• Generate bi‑weekly reserve requirement reports in KHR and USD.
• Contribute to monthly reports on top depositors, deposit classification, maturity profiles, interest‑sensitive gaps, interbank market transactions, and network information.
• Assist in preparing sections of the CIFRS monthly report and produce quarterly, semi‑annual, and annual reports as required.
• Prepare ad‑hoc reports related to loan restructuring provisions and monitor compliance ratios and KPIs.
• Coordinate with the Assistant Manager, Regulatory Reporting on balance‑sheet and income‑statement preparation.
• Draft and manage the submission of annual budget plans to the NBC and upload all reports via the Banking Sector Reporting System (BSRS).
• Participate in NBC core projects such as fast payment systems, credit remittance, CSS, and Bakong, and coordinate inspection schedules.

Required profile

• Bachelor’s degree in finance, banking, or a related field.
• Minimum 2 years of experience in regulatory reporting, with 1‑2 years in accounting and finance.
• Strong knowledge of management accounting and financial reporting techniques in banking.
• Familiarity with CIFRS and the Cambodian legal and tax framework for banking institutions.
• Excellent numerical, analytical, and English communication skills.
• Self‑motivated, proactive, and trustworthy.

Required skills

• Advanced Excel proficiency.
• Experience with the FLEXCUBE core banking system.
• Proficient use of PC systems for reporting and analysis.
