Senior Human Resources

About the role

The Senior Human Resources professional will lead end‑to‑end HR operations for Agb Consulting in Phnom Penh. Reporting to senior management, you will develop and continuously improve HR policies, manage recruitment, onboarding, performance, compensation and benefits, and ensure compliance with Cambodian labour regulations.

Key responsibilities

• Design, implement and refine HR policies and compliance frameworks.
• Lead recruitment, hiring and onboarding processes for client and internal needs.
• Oversee payroll, benefits administration and compensation structures.
• Manage performance appraisal cycles and employee relations matters.
• Provide strategic HR guidance on workforce planning and talent development.
• Support client‑facing HR projects and ensure regulatory compliance.
• Mentor junior HR team members and drive process optimisation.
• Prepare HR reports and maintain accurate HR administration records.

Required profile

• Minimum Bachelor’s degree in Human Resources, Business Administration or related field; advanced HR certifications a plus.
• Proven senior‑level experience leading HR operations, preferably in consulting, outsourcing or professional services.
• Strong knowledge of Cambodian labour law, HR policies and compliance.
• Excellent communication, negotiation and stakeholder management abilities.
• High integrity, confidentiality and strong analytical/problem‑solving skills.
• Fluent English; Khmer or other regional languages are an asset.
