Recruitment & Development Officer

About the role

The Recruitment & Development Officer will join the HR team of Chip Mong Insee Cement Corporation in Phnom Penh. This full‑time, on‑site position is responsible for managing the complete talent acquisition cycle and supporting employee development initiatives.

Key responsibilities

• Identify staffing needs and create accurate job descriptions.
• Source, screen, and shortlist candidates across multiple channels.
• Coordinate interview schedules and partner with hiring managers to assess fit.
• Maintain talent pipelines and keep recruitment records up to date.
• Support onboarding activities to ensure smooth integration of new hires.
• Assist in training coordination, maintain development records, and contribute to HR projects that boost employee capability and engagement.

Required profile

• Relevant experience in HR, talent acquisition, or recruitment within a corporate or industrial setting.
• Bachelor’s degree in Human Resources, Business Administration, or a related field (preferred).
• Strong organizational, time‑management, and documentation skills with high attention to detail.
• Excellent written and verbal communication in English and Khmer.

Required skills

• Proficiency with MS Office (Word, Excel, PowerPoint).
• Experience using HR/recruitment systems or applicant tracking tools.
