Government Affairs Manager

About the role

The Government Affairs Manager will support Huawei’s business strategy in Cambodia by shaping the regulatory environment and building strong relationships with government and public stakeholders. This role ensures that the company can operate smoothly within the local ICT ecosystem while promoting its corporate social responsibility initiatives.

Key responsibilities

• Understand Huawei’s business strategies and develop a supportive ecosystem in Cambodia.
• Improve the business environment and manage key regulatory issues affecting the company.
• Establish and maintain communication channels with government agencies, regulators, think tanks, scholars, industry associations and social organisations.
• Plan and execute public‑relations activities, exhibitions and forums to enhance Huawei’s corporate image.
• Lead CSR initiatives and community engagement programmes to demonstrate corporate responsibility.

Required profile

• Strong knowledge of Cambodia’s regulatory landscape for ICT platforms, data privacy, cybersecurity and online content governance.
• Proven experience handling government relations on technology issues.
• Excellent communicator with a track record of managing high‑stakes government meetings and sensitive topics.
• Ability to build cross‑sector coalitions, develop policy narratives and mitigate regulatory and reputational risks.
• Experience ensuring business continuity amid evolving legal environments in the tech and digital economy.
• Bachelor’s degree; preferred majors include public relations, public policy, communications, marketing, computer science, mathematics or AI.
• Fluent in English and Chinese.
