Compliance Manager

About the role

The Compliance Manager is a full‑time, on‑site position based in Phnom Penh, Cambodia, responsible for overseeing regulatory compliance and risk management across VS Pawnshop’s operations. The role involves developing, implementing and updating compliance policies and procedures in line with local laws, licensing requirements and internal standards.

Key responsibilities

• Develop, implement and maintain compliance policies, procedures and internal controls.
• Conduct regular audits and reviews of operational processes.
• Monitor transactions for adherence to anti‑money‑laundering (AML) and know‑your‑customer (KYC) guidelines.
• Report compliance findings and risk assessments to senior management.
• Train staff on compliance requirements and handle related inquiries.
• Investigate potential violations and coordinate with external regulators or auditors.
• Maintain accurate documentation and support continuous process improvements.
• Promote a culture of ethical conduct and transparency throughout the organization.

Required profile

• Strong knowledge of financial services regulations, pawnshop or lending regulations, AML/KYC standards and risk management practices.
• Experience developing, implementing and maintaining compliance policies, procedures and internal controls.
• Proficiency in conducting compliance audits, investigations and reporting with high attention to detail.
• Excellent analytical, problem‑solving and decision‑making abilities.
• Effective written and verbal communication skills for training, reporting and stakeholder collaboration.
• Bachelor’s degree in Law, Finance, Business, Compliance or a related field; relevant certifications are a plus.
• Previous experience in banking, micro‑finance, pawnshop or other regulated financial services, preferably within the Cambodian regulatory environment.
