Senior Finance & Administrative Officer – ACCESS 2 Program

About the role

The Senior Finance and Administrative Officer will provide high‑quality financial, procurement and administrative support to ensure the effective implementation of the ACCESS 2 program in Cambodia. This position works closely with program staff, partners, vendors and the regional finance team to maintain compliance with Abt Global policies, DFAT requirements and Cambodian regulations.

Key responsibilities

• Process payments, verify documentation and ensure accurate coding of expenditures.
• Monitor project spending against approved budgets and support monthly/quarterly forecasting.
• Prepare financial reports, expenditure analyses and provide data for management decisions.
• Track activity budgets, support budget revisions and advise on budget utilization.
• Ensure compliance with internal controls, DFAT contractual terms and Cambodian tax regulations; support internal and external audits.
• Develop and maintain annual procurement plans, monitor procurement schedules and assist activity teams with procurement tracking.

Required profile

• Proactive, highly organized professional with strong attention to detail.
• Demonstrated ability to work within complex compliance frameworks and international best practices.
• Experience in finance, procurement and administrative functions within development or NGO settings.
