Regulatory Affairs & Communications Manager

About the role

The Regulatory Affairs & Communications Manager will lead monitoring and analysis of tobacco‑control regulations, taxation and anti‑illicit trade measures in Cambodia. You will work closely with the Corporate Affairs & Communications Director to anticipate regulatory changes and shape JTI’s strategic response.

Key responsibilities

• Monitor international and domestic tobacco‑control policies, including FCTC developments, and assess their impact on the Cambodian market.
• Provide strategic input to corporate affairs plans, presenting JTI’s positions and proposing feasible regulatory solutions.
• Map and engage key government and political stakeholders, building relationships to influence policy while ensuring full legal compliance.
• Localise global and regional regulatory initiatives, ensuring alignment with local market conditions.
• Support internal and external communications, including corporate philanthropy projects and media relations, to protect JTI’s reputation.

Required profile

• Experienced professional with a background in regulatory affairs, public policy or government relations.
• Strong understanding of tobacco‑control legislation, taxation and anti‑illicit trade frameworks.
• Proactive, analytical mindset with the ability to anticipate regulatory trends.
• Excellent stakeholder management and communication skills.
