HR Director – Full‑time, On‑site in Phnom Penh

About the role

The HR Director will lead all human resources functions for Loma Technology and its subsidiaries, based on‑site in Phnom Penh. This senior position designs and implements HR strategies, policies and frameworks that support business goals and foster an inclusive workplace culture.

Key responsibilities

• Oversee the full spectrum of HR activities, including recruitment, onboarding, learning & development, compensation and benefits.
• Design and execute HR strategies, policies and frameworks aligned with organizational objectives and local regulations.
• Manage employee relations, conflict resolution, engagement initiatives and workplace culture programs.
• Lead performance management processes, workforce planning and organizational development.
• Ensure compliance with labor and employment laws, mitigate regulatory risks and produce HR reports and metrics.
• Supervise HR staff and represent HR in cross‑functional leadership discussions and change‑management initiatives.

Required profile

• Several years of senior‑level HR management experience, preferably in multinational or cross‑cultural environments.
• Strong leadership in HR operations and strategic planning.
• Proven ability to develop, implement and maintain HR policies that meet organizational goals and local labor regulations.
• Solid understanding of labor and employment law with a track record of compliance.
• Bachelor’s degree or higher in Human Resources, Business Administration, Organizational Psychology or related field.
• Experience working in Southeast Asia or similar markets is highly beneficial.
