Purchasing Officer – Hybrid (Phnom Penh/Kratie)

About the role

The Purchasing Officer will be based in Phnom Penh with a hybrid arrangement that includes occasional work in Kratie. This full‑time position supports the K.P. Cement Project and related infrastructure initiatives by managing all procurement activities from requisition to delivery.

Key responsibilities

• Review purchase requisitions, prepare and process purchase orders, and ensure timely delivery of goods and services.
• Source, evaluate, and select suppliers; request and compare quotations.
• Support contract negotiations to secure favorable terms, quality, and reliability.
• Monitor inventory levels, track procurement status, and maintain accurate purchasing records.
• Collaborate with project managers, finance, and other internal stakeholders.
• Analyze purchasing data to identify cost‑saving opportunities and improve supplier performance.
• Ensure compliance with company policies and relevant regulations.

Required profile

• Proven experience with purchasing processes, including requisitions and purchase orders.
• Strong contract negotiation abilities and analytical skills for supplier evaluation.
• Relevant experience in procurement, supply chain, or purchasing within engineering, construction, or energy sectors.
• Knowledge of procurement regulations and vendor management.
• Attention to detail, organizational skills, and ability to work in a multicultural, project‑driven environment.
• Bachelor’s degree in business, supply chain management, engineering or related field is beneficial.
• Fluency in Khmer and English; Chinese language skills are a plus.
