IT Specialist – Update Disability Identification DMIS Mobile App (Remote)

About the role

UNICEF is seeking an IT Specialist to upgrade the national Disability Management Information System (DMIS) and its mobile application. The role supports the Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY) in implementing a rights‑based disability identification mechanism that improves data collection and service delivery for persons with disabilities.

Key responsibilities

• Update the DMIS and mobile app in line with the revised Social and Rights‑Based Disability Identification Guidelines.
• Enhance front‑end and back‑end components using PHP, Laravel, React and JavaScript.
• Implement DevOps processes to ensure reliable deployment and operation of the system.
• Support data interoperability with the GS‑NSPC social protection portal, Ministry of Planning, DGTVET, NEA and other relevant platforms.
• Provide technical assistance for the DMIS website and Management Information System (MIS).

Required profile

• Bachelor’s degree in IT, digital systems, computer science or a related field.
• Minimum five years of professional experience in software development and DevOps.
• Experience working with government or large‑scale public sector information systems is desirable.
