IT Specialist – DMIS Mobile App Upgrade (Remote, 16 months)

About the role

UNICEF is seeking an experienced IT Specialist to lead the upgrade of the Disability Management Information System (DMIS) mobile application and related web components for the Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY) in Cambodia. This remote consultancy will span 16‑26 months and supports the national Social Rights‑Based Disability Identification mechanism.

Key responsibilities

• Upgrade and enhance the DMIS mobile app, frontend and backend systems.
• Maintain and improve the Management Information System (MIS) and its website.
• Develop and implement data interoperability with the GS‑NSPC social protection portal, Ministry of Planning, DGTVET, NEA and other relevant platforms.
• Provide specialized IT support, including DevOps tasks, to ensure system stability and security.
• Collaborate with UNICEF and MoSVY teams, including occasional field trips.

Required profile

• Bachelor’s degree in IT, digital systems, coding or a related field, or equivalent experience.
• Minimum 5 years of professional experience in DevOps, PHP, React and JavaScript.
• Expert‑level proficiency with PHP using the Laravel framework.
• At least 2 years of progressive experience in app systems design or systems management.
