International Education Consultant (Education Investment Design)

About the role

We are looking for experienced International Education Consultants to lead the design of a donor‑funded education investment programme in Cambodia. The project focuses on strengthening lower secondary education, teacher quality, inclusion and systemic reform.

Key responsibilities

• Conduct comprehensive education sector analysis and identify high‑impact investment options.
• Facilitate stakeholder consultations with ministries, development partners and education institutions.
• Develop programme logic, MERL frameworks and procurement‑ready design documentation.
• Provide technical leadership on teacher workforce development, curriculum reform and inclusive education.
• Contribute to governance, delivery models and localisation strategies.

Required profile

• Proven experience in education programme design, policy or systems strengthening.
• Strong background in lower secondary education, teacher professional development or inclusive education.
• Demonstrated ability to work remotely and travel for in‑country workshops as needed.
• Excellent analytical, writing and stakeholder‑engagement skills.
