Senior Census Planning Advisor – 2029 Cambodia Census

About the role

UNFPA is seeking an international senior expert to support Cambodia’s National Institute of Statistics in planning the 2029 Population and Housing Census. The advisor will provide high‑level technical guidance, assess feasibility, and develop a costed implementation roadmap aligned with UN census standards.

Key responsibilities

• Evaluate the feasibility of conducting a modern, digital census in Cambodia.
• Identify critical capacity gaps, investment needs, and data source optimisation.
• Develop and present multiple implementation options for government decision‑making.
• Once an option is selected, design a detailed, costed roadmap for execution.
• Ensure alignment with UN Principles and Recommendations for Population and Housing Censuses, Revision 4 (2030 Round).

Required profile

• Extensive experience in national census planning or large‑scale demographic surveys.
• Proven ability to work with government agencies and international partners.
• Strong analytical skills to assess data ecosystems and investment requirements.
• Excellent communication skills in English; experience in Southeast Asian contexts is a plus.

Required skills

• Computer‑Assisted Personal Interviewing (CAPI) systems.
• Geographic Information Systems (GIS) for spatial data collection and analysis.
