Road Technical Engineer – Tender & Specifications

About the role

The Road Technical Engineer – Tender & Specifications is responsible for reviewing road tender documents and preparing comprehensive, compliant technical submissions. You will develop specifications, construction methodologies, method statements and QA/QC plans to ensure safe, efficient delivery of road projects.

Key responsibilities

• Review tender drawings, specifications, site information and addenda to identify technical issues, constructability concerns and risks.
• Prepare and review technical specifications for road works, ensuring alignment with drawings, BoQ and standards.
• Develop construction methodologies and method statements covering sequence, materials, equipment, manpower, quality, safety and environmental requirements.
• Produce technical proposals and compliance documents, including QA/QC, HSE, traffic and risk management plans.
• Coordinate with Project Manager, Planner and Quantity Surveyor to define construction sequence, productivity, equipment and material needs.
• Hand over tender methodologies, assumptions, resource plans and risk registers to the project team for awarded contracts.

Required profile

• Bachelor’s degree in Civil, Highway or Transportation Engineering or a related field.
• Minimum 5 years of experience in road construction, technical tender preparation or related activities.
• Hands‑on experience with road earthworks, pavement, drainage, culverts and associated civil works.
• Proven ability to prepare construction methodologies, method statements, specifications and compliance documents.
• Experience with government or donor‑funded infrastructure tenders (World Bank, ADB, JICA, etc.) is an advantage.
• Strong written and spoken English, analytical skills and ability to meet tight tender deadlines.

Required skills

• Microsoft Word, Excel and PowerPoint proficiency.
• AutoCAD proficiency.
• In‑depth knowledge of road construction methods and technical specifications.
• Ability to read and interpret road drawings, profiles, cross‑sections and drainage details.
• Good understanding of QA/QC requirements, construction planning and applicable road standards.
