Purchasing Officer (Hybrid)

About the role

The Purchasing Officer will support project and operational needs by managing end‑to‑end purchasing activities for China Energy Engineering Group’s operations in Phnom Penh. This full‑time hybrid role combines on‑site responsibilities with occasional remote work.

Key responsibilities

• Review purchase requisitions, prepare and process purchase orders, and ensure timely delivery of goods and services.
• Source and evaluate suppliers, request and compare quotations, and support contract negotiations to secure favorable terms.
• Monitor inventory levels and procurement status, maintaining accurate purchasing records.
• Collaborate with project managers, finance, and other internal stakeholders throughout the procurement cycle.
• Analyze purchasing data to identify cost‑saving opportunities, improve supplier performance, and ensure compliance with company policies and regulations.

Required profile

• Relevant experience in procurement, supply chain, or purchasing within engineering, construction, or energy sectors.
• Knowledge of procurement regulations, vendor management, and basic contract terms.
• Strong attention to detail, organizational skills, and ability to work in a multicultural, project‑driven environment.
• Diploma or degree in business, supply chain management, engineering, or a related field is beneficial.

Required skills

• Proficiency with ERP systems.
• Experience using procurement software.
• Competence in Microsoft Office applications.
