Quantity Surveyor Manager

About the role

The Quantity Surveyor Manager at Artelia Cambodia leads cost and contract management for construction and infrastructure projects in Phnom Penh. This senior, on‑site position ensures accurate budgeting, tender preparation, and financial monitoring throughout project lifecycles.

Key responsibilities

• Prepare cost estimates, bills of quantities, and tender documentation.
• Coordinate with project managers, engineers, and clients to monitor budgets and track financial progress.
• Review contractor proposals, negotiate contracts, and manage variations and claims.
• Ensure compliance with company standards, local regulations, and FIDIC contract requirements.
• Maintain accurate cost records, produce financial reports, and support risk assessments and value engineering.
• Mentor and guide the quantity surveying team, driving continuous improvement of cost‑control processes.

Required profile

• Bachelor’s degree or higher in Quantity Surveying, Civil Engineering, Construction Management, or related field.
• At least 10 years of progressive quantity surveying experience, including supervisory or managerial roles.
• Strong knowledge of local construction standards, regulations, and procurement practices in Cambodia.
• Proficiency in contract administration, claims management, and negotiation with contractors and suppliers.
• Excellent communication, leadership, and stakeholder‑management abilities.
