Senior Human Resources Manager

About the role

The Senior Human Resources Manager will lead the HR function for AGB Consulting’s Phnom Penh office. This full‑time, on‑site role oversees all HR operations, ensuring policies, benefits and compliance align with both organisational goals and Cambodian labour regulations.

Key responsibilities

• Develop, implement and maintain HR policies and procedures.
• Manage employee benefits programmes, including compensation, health and welfare plans.
• Lead recruitment, onboarding, performance management and employee relations activities.
• Provide strategic HR advice to internal stakeholders and client organisations.
• Monitor compliance with Cambodian labour laws and industry standards.
• Mentor and develop junior HR team members.
• Drive continuous improvement of HR processes and services.

Required profile

• Strong foundation in HR management with experience in both strategic and operational functions.
• Proven ability to design and enforce HR policies that meet legal and business requirements.
• Experience managing comprehensive employee benefits programmes.
• Excellent communication, problem‑solving and negotiation skills.
• Bachelor’s degree in Human Resources, Business Administration or related field; advanced HR certification is a plus.

Required skills

• Proficiency with HR information systems.
• Advanced knowledge of MS Office.
