Senior HR Officer – Staff Engagement & ESG Lead

About the role

The Senior HR Officer will report to the HR Manager and lead the design and implementation of staff engagement, wellbeing and ESG initiatives across the university. The role combines strategic planning with day‑to‑day HR office management, ensuring a positive workplace culture and compliance with local labour regulations.

Key responsibilities

• Develop data‑driven staff engagement strategies using metrics, surveys and benchmarks.
• Design and manage employee feedback mechanisms at key moments of the employee lifecycle.
• Lead wellbeing and ESG projects, coordinating with university faculties and operations.
• Oversee internal communication plans to promote the university’s vision, values and initiatives.
• Optimize training, development and recognition programmes to improve performance and retention.
• Organise special events, team‑building activities and staff engagement programmes.
• Ensure compliance with Cambodia’s employment and labour laws and ESG policies.
• Collaborate with the HR Manager and department heads to tailor learning and leadership development programmes.

Required profile

• University degree in Human Resources, Business Administration or related field.
• Proven experience in staff engagement, wellbeing or ESG initiatives, preferably at a senior level.
• Strong knowledge of Cambodian labour legislation and HR best practices.
• Excellent analytical, communication and stakeholder‑management skills.
