HR Manager – Full‑time, On‑site

About the role

Synergy Ventures is seeking an experienced HR Manager to lead its human resources function in Phnom Penh. This full‑time, on‑site position will oversee all core HR activities across a diverse portfolio of businesses, ensuring compliance and fostering a positive workplace culture.

Key responsibilities

• Manage end‑to‑end recruitment, onboarding, and employee relations for multiple business lines.
• Develop, update, and enforce HR policies in line with Cambodian labor laws.
• Maintain accurate employee records and HRIS data.
• Support workforce planning, performance management, and training initiatives.
• Advise senior management on HR best practices and strategic alignment.

Required profile

• Proven experience in core HR functions such as recruitment, onboarding, performance management, and employee relations.
• Strong knowledge of Cambodian labor legislation and HR compliance.
• Bachelor’s degree in Human Resources, Business Administration, Management, or a related field.
• Ability to work on‑site in a fast‑paced, multi‑industry environment while maintaining confidentiality.
• Fluency in English; Khmer or other regional languages are a plus.
