Deputy Chief of Party – USAID Cambodia Employ Activity

About the role

IREX is seeking a Deputy Chief of Party (DCOP) to support the management of a five‑year USAID‑funded workforce development activity in Cambodia. Based in Phnom Penh, the DCOP will work closely with the Chief of Party to deliver technical guidance and ensure the program meets its objectives of closing skills gaps in high‑growth sectors.

Key responsibilities

• Oversee engagement with a diverse ecosystem of private‑sector employers, learners, education institutions, policymakers and donors.
• Provide technical oversight to partner training programs targeting high‑growth sectors.
• Coordinate technical assistance across all program components.
• Build and maintain relationships with employers, business associations and other private‑sector stakeholders to secure buy‑in.
• Facilitate cross‑sector collaboration between business, education and government.
• Lead or co‑lead work‑planning processes.
• Contribute to monitoring, evaluation, learning, communications and reporting.
• Supervise the preparation of weekly, quarterly, annual and ad‑hoc reports.

Required profile

• At least five years of relevant experience in TVET or workforce development with a Master’s degree, or seven years with a Bachelor’s degree.
• Strong network of relevant stakeholders in Cambodia.
• Proven track record managing complex donor‑funded technical assistance projects.
• Demonstrated leadership and management abilities.
• Experience tracking and managing budgets.
