About the role

Plan International is seeking an experienced, values‑driven leader to serve as Country Director for Cambodia. This senior position will set the overall direction for the organisation’s work in the country, ensuring strong programme delivery, impact, and sustainable performance.

Key responsibilities

  • Provide strategic and operational leadership for development, humanitarian, and influencing work aligned with the global strategy and gender‑transformative goals.
  • Lead the development and implementation of an ambitious Country Strategy grounded in child rights, gender transformation, and participation.
  • Ensure programme and influencing work achieves impact at scale by linking grassroots action with national‑level advocacy.
  • Drive emergency preparedness, risk reduction, and resilience building, maintaining readiness for both predictable and sudden‑onset emergencies.
  • Strengthen resource mobilisation across institutional, multilateral, corporate, and national funding sources for long‑term sustainability.
  • Lead and develop a high‑performing, inclusive team, embedding safeguarding, gender equality, accountability, and ethical standards.
  • Ensure strong financial stewardship, legal and donor compliance, and effective planning, budgeting, reporting, and performance management systems.
  • Represent Plan International at senior levels with government, donors, civil society, media, and partners.

Required profile

  • Proven senior leadership experience with increasing responsibility in an international development environment.
  • Strong understanding of child rights, gender in development, and girls’ rights, with ability to translate these into impactful programmes and influencing strategies.
  • Experience in sustainable community development and participatory approaches.
  • Knowledge of donor compliance requirements and sound financial management.
  • Experience working in challenging environments and understanding of the political, social, economic, humanitarian, and security context in Cambodia or comparable settings.
  • Demonstrated ability to lead diverse teams, manage organisational change, and build an efficient workforce.
  • Strong political acumen, networking, and negotiation skills with experience engaging governmental and non‑governmental actors.
  • Excellent written and verbal communication skills in English and Khmer, with diplomatic and media‑facing communication abilities.
  • Relevant university degree in development, social science, business administration or a related field.
