Consultant – Pilot Cash Plus Operational Manual Development (Remote, 1 yr)

About the role

UNICEF is seeking a national consultant to provide technical support for the design and implementation of the Pilot Cash Plus model under the Social Assistance Family Package (SAFP) in Cambodia. The assignment will focus on refining the operational manual, referral pathways and implementation procedures, ensuring strong linkages between cash assistance and complementary social services.

Key responsibilities

• Review and update the draft operational manual, referral pathways and related tools based on stakeholder feedback.
• Facilitate consultations with ministries, sub‑national administrations, service providers and development partners.
• Ensure the pilot design aligns with Cambodia’s National Social Protection Policy Framework (2024–2035).
• Provide technical advice to the National Social Assistance Fund (NSAF) and UNICEF’s GS‑NSPC team.
• Document lessons learned and produce recommendations for scaling the Cash Plus model.

Required profile

• Master’s degree in social sciences, economics, political science or a related field.
• Minimum five years of professional experience advising government institutions on policy formulation and social protection programmes.
• Demonstrated experience working with cash transfer schemes and multi‑sectoral coordination.
