Senior Human Resources Officer

About the role

The Senior Human Resources Officer will lead core HR functions for both clients and internal teams at AGB Consulting in Phnom Penh, ensuring compliance with Cambodian labor laws and delivering strategic HR support.

Key responsibilities

• Develop and update job descriptions, workforce plans and role designs.
• Manage HR policies, procedures and ensure alignment with legal requirements.
• Handle employee relations matters, including grievance handling, conflict resolution and performance management support.
• Coordinate recruitment activities, onboarding of new hires and maintain accurate HR records.
• Support HR reporting, analytics and data‑driven decision making.
• Collaborate with management and client representatives to provide strategic HR advice and drive continuous improvement of HR processes.

Required profile

• Proven experience overseeing end‑to‑end HR operations and HR management.
• Demonstrated ability to develop, implement and maintain HR policies in line with Cambodian labor legislation.
• Strong background in employee relations, grievance handling and fostering a positive work environment.
• Experience in job description development, workforce planning and role design.
• Bachelor’s degree in Human Resources, Business Administration or related field; advanced HR certifications are a plus.
• Excellent communication, negotiation and problem‑solving skills with the ability to work collaboratively with diverse stakeholders.
• Proficiency with HR information systems and standard office software, and ability to analyse HR data and prepare reports.
