Procurement Manager – Network & Telecom

About the role

The Procurement Manager will lead end‑to‑end sourcing, vendor management and contract administration for the company’s Internet Service Provider (ISP) and data/connectivity operations. This includes acquiring network infrastructure, telecom equipment, IT hardware and software, managed services, bandwidth, interconnection agreements and data‑center resources while ensuring cost efficiency, service continuity and compliance with internal governance.

Key responsibilities

• Lead strategic sourcing and vendor selection for network equipment, fiber, routers, switches, transmission systems and data‑center hardware.
• Manage relationships with ISPs, bandwidth/IP‑transit providers, telecom carriers, equipment OEMs and managed service providers.
• Conduct market analysis, benchmarking and maintain an approved vendor list with periodic performance evaluations.
• Negotiate commercial terms, pricing, SLAs and contract clauses; draft, review and administer contracts in coordination with Legal and Finance.
• Oversee purchase requisition and order processes, ensuring compliance with the Financial Authority Matrix and audit standards.
• Prepare Total Cost of Ownership analyses, cost‑benefit comparisons and track vendor spend, reporting savings and variances.
• Collaborate with Network Operations, IT, Legal and Finance to align procurement plans with technical and business requirements.
• Support outsourcing arrangements for field maintenance, fiber deployment and technical support subcontractors.

Required profile

• Bachelor’s degree in Business Administration, Supply Chain Management, Engineering or a related field.
• Proven experience in procurement, strategic sourcing or vendor management within the telecom or network infrastructure sector.
• Strong understanding of contract lifecycle management, SLA monitoring and financial authority processes.
• Ability to analyse cost structures, perform TCO calculations and present financial recommendations.
